SPECIAL WORKSHOP MEETING MINUTES

DIALYSYS BUILDING – 435 EASTVOLD AVENUE

MONDAY, AUGUST 6, 2007

6:00 P.M.

 

 

CALL TO ORDER AND ROLL CALL:

Mayor Blair Johnson called the Special Workshop Meeting of the Ortonville City Council to order at 6:00 P.M.  Roll call was taken with the following Present: Mayor Blair Johnson, Nick Anderson, Artie Arndt and Bob Meyer with the following Absent: John Cunningham, Mike Dorry, and Dan Oakes. City Staff present:  David Lang. Media Present: None. Others Present: None.

 

AGENDA AMENDMENTS/APPROVAL:

The agenda was approved by consensus.

 

Discussion: Funding Of Unbudgeted & Proposed Projects For Fiscal Years 2007 and 2008:

Discussion took place regarding the need for a concise and consistent assessment policy. It was noted some of the individual decisions within the assessment policy need to reflect the Council’s approach to stimulating investment within the City of Ortonville. It was noted the sewer rehabilitation project in the Hilltop and Lakeshore Drive areas will be funded by low interest bonds from the Minnesota Public Facilities Authority (PFA). Administrator Lang mentioned the City Engineer recommendation originally received in 2005 for major improvements to the water treatment plant. He noted the current projected cost is now about $800,000.00. Our tentative schedule calls for completing the engineering work to get on the PFA project list in 2008, and to implement the project in 2009 utilizing a separate low interest PFA bond issue. 

 

Nick Anderson offered to work with Public Works Director Tim Scherer and City Engineer Bob Schliemann to assemble a list of streets requiring repairs and resurfacing. It was noted there should be civic pride in certain infrastructure improvements like parks and a City Hall. The benefits of a Capital Improvement Plan workbook were also discussed.

Mayor Blair Johnson adjourned the meeting by consensus at 6:45 PM.
