WORKSHOP MEETING

CALL TO ORDER AND ROLL CALL:

Mayor Blair Johnson called the Public Hearing of the Ortonville City Council to order at 6:00 P.M.  Roll Call was taken with the following Present: Mayor Blair Johnson, Craig Randleman, Steve Berkner, Bob Meyer, John Cunningham, Nick Anderson, Mike Dorry. Staff Present: City Administrator David Lang, Administrative Assistant Susan Lundell. Media Present: None. Others Present: Norman Glewwe, Josh Ripplinger, Roger Sandberg, Gayle Robinson, Elsie Perrine.

 

SHARED GOVERNMENT CENTER HEARING

 

Norman Glewwe and Josh Ripplinger of Wold Architects presented a proposal for architectural services for a study regarding the preliminary proposal for a shared government center with Big Stone County. Glewwe reported his firm has worked on joint city, county and school district projects where buildings are shared by the different entities. Big Stone County is looking to house Family Services, Law Enforcement, Courts and Emergency Management in a Government Center. The functions the City is seeking to locate into a Government Center include City Hall, Law Enforcement, Fire, Ambulance, Community Center and Economic Development. Wold Architects would conduct a workshop explaining the planning process and documenting the project guiding principles. Existing facilities would be studied and space needs identified. The planning process includes gathering and organizing information. A final recommendation would be made to the appropriate Committees, to the Big Stone County Commissioners and to the City Council. Four sites have been identified for the proposed building project. The estimated cost to the City of Ortonville for the study would be $2,000 plus some reimbursable expenses and the fee for the County portion of the study would be $8,900. It was estimated that the reimbursable expenses would be $2,300 with the City and the County sharing those expenses on a prorated basis.

 

County Commissioner Roger Sandberg stated there is a need to combine buildings for economic reasons and felt the decision to do so should be made now and not left for future governing boards. He invited the City’s participation in the planning stages and hoped that if it was shown there was a need to share a government center, the City would be willing to consider it.

 

Clerk-Administrator David Lang stated funds for the study could be taken from the police or fire department existing budget reserves that already set aside for construction of a new facility. The department with the largest reserves is the fire department.
