CALL TO
ORDER AND ROLL CALL:
John
Cunningham called the Public Information Meeting of the Ortonville City
Council to order at 5:00 P.M. Roll Call was taken with the following
Present: Craig Randleman, Steve Berkner, Bob Meyer, John Cunningham, and
Mike Dorry. Nick Anderson arrived at 5:20 PM and Mayor Blair Johnson
arrived at 5:30 PM. Staff Present: City Administrator David Lang, Public
Works Director Tim Scherer and City Engineer Bob Schlieman of Ulteig
Engineers. Media Present: None. Others Present: Mike Howe of the Minnesota
Department of Health and Jay Gilbertson of the East Dakota Water
Development District.
PRESENTATION AND DISCUSSION
Mike Howe
noted that life expectancy in the twentieth century increased from
approximately 50 years around 1900 to about 80 years by the end of the
century. This improvement is due in large part to improvements in drinking
water safety and quality. He indicated the Wellhead Protection Plan Area
delineates a ten-year supply of underground water for “time of travel”
purposes that would be needed to supply our wells.
Mike Howe
stated the Minnesota Department of Health has completed approximately
$20,000 to $30,000 of technical assistance to date to Complete Phase I of
the Wellhead Protection Plan. He noted six to eight monthly meetings will
be required to formulate the Plan required under Phase II. The Plan is a
ten-year plan, and will have a heavy emphasis on general public education.
It was stated a second emphasis is to identify any unused or unsealed
wells within the Wellhead Protection Area. It was also noted Big Stone
County has a cost share plan for this activity to deal with wells of this
type.
