CALL TO
ORDER AND ROLL CALL:
Pro Tem
Mayor Nick Anderson called the Joint Special Meeting of the Ortonville
City Council to order at 6:37 P.M. Roll Call was taken with the following
Present: Pro Tem Mayor Nick Anderson, Craig Randleman, Steve Berkner, Mike
Dorry, Bob Meyer, John Cunningham. Staff Present: City Administrator David
Lang, Deputy Clerk Susan Lundell, City Attorney, Craig Ash. Media Present:
Sue Kaercher-Blake (Ortonville Independent). Others Present: Ron
Thomas, Brent Hasslen, Marilyn Lindahl, Jennifer Wiik, Bill Thyne, Tim
Swanson, Shawn Brenny, Rick Ash, and Allen Ross.

Consider and Approve Resolution: Approval of Selection Committee
Recommendation to Engage Piper Jaffray Companies to Underwrite Public
Utility Revenue Warrants (Ortonville Area Health Services Project)
– Rick Ash, OAHS Administrator, explained the selection
process used to engage Piper Jaffray to underwrite the Public Utility
Revenue Warrants for the OAHS Project.
Resolution 08-058, Approval of Selection Committee Recommendation to

Motion by
Cunningham, second by Randleman
to adopt Resolution
08-058, Approval of Selection Committee Recommendation to Engage Piper
Jaffray Companies to Underwrite Public Utility Revenue Warrants
(Ortonville Area Health Services Project).
Upon Roll
Call Vote, the following voted Aye: Anderson, Berkner, Randleman,
Cunningham, Dorry, Meyer. Nay: None.
All in
favor. 6-0. MCU. (Motion Carried Unanimously).
3. Consider and Approve Resolution:
Approval And Acceptance of Construction Bids for 2008 Ortonville Area
Health Services Project
OAHS Administrator, Rick Ash reported not all the low
bidders were chosen for the OAHS project. The lowest responsible bidders
were chosen. Brent Hasslen explained that some bidders did not meet the
specifications for bidders and one did not provide a bid bond as required.
Rick Ash would like the City Attorney to review the few bids that were not
the low bid. It is recommended all the alternate adds be included since
the bids came back lower than anticipated. Change orders may be made as
needed.

Motion
by Dorry, second by Berkner to adopt
Resolution 08-059, Approval And Acceptance of Construction Bids for 2008
Ortonville Area Health Services Project with Schedule A, Final Low Bid
Package Tabulation attached, contingent upon the approval of the City
Attorney.
Upon Roll
Call Vote, the following voted Aye: Anderson, Berkner, Randleman,
Cunningham, Dorry, Meyer. Nay: None.
