MINUTES OF THE REGULAR MEETING

OF THE ORTONVILLE CITY COUNCIL

COUNTY OF BIG STONE, STATE OF MINNESOTA

MONDAY, MAY 6, 2002 7:00 PM

COUNCIL CHAMBERS

 

CALL TO ORDER AND ROLL CALL:

Mayor Dinnel called the regular meeting of the Ortonville City Council to order at 7:04 p.m. Roll call was taken with the following being present: Mel Reinke, Dan Oakes, Lisa Berkner, Lenore Sellin, Artie Arndt, Mike Dorry, and with the following absent: none. City Staff Present: Roman Taffe, Curt Hormann. Media present: Ryan Stattelman. Others Present: Gary Dinnel.

 

AGENDA AMENDMENTS:

A motion was offered by Reinke and seconded by Sellin and the motion did pass unanimously to approve the agenda as presented.

 

BIDS:

Bids for Curb, Gutter, and Sidewalk replacement project were reviewed. One bid was received in the amount of $24,075.00 from Dallas I. Hanson Construction. Oakes moved and Reinke seconded that a resolution be adopted Awarding Curb, Gutter, Sidewalk Replacement Project Bid (RES 02-043). With Oakes, Dinnel, Arndt, Berkner, Reinke, Sellin voting in favor, and with Dorry voting against, the motion carried 6-1.

 

Bids for the 2002 Seal Coat project were opened and one bid was received in the amount of $21,775.00 from Bituminous Paving, Inc.  Reinke moved and Berkner seconded that a resolution be adopted Awarding 2002 Seal Coat Project Bid (RES 02-044). With Oakes, Dinnel, Arndt, Berkner, Reinke, Sellin voting in favor, and with Dorry voting against, the motion carried 6-1.

 

Bids for the 2002 Street Rehabilitation Project were opened and bids were received from Highway Improvement, Inc. in the amount of $4,100.00 and from Precision Seal Coating, Inc. in the amount of $19,500.00. Berkner moved and Arndt seconded that a resolution be adopted Awarding 2002 Street Rehabilitation Project Bid (RES 02-045). With all members voting in favor, the motion carried.

 

Bids for 2002 Tree Removal Project were opened and one bid from Jim Roggenbuck Tree Service was received in the amount of $4,125.00. Reinke moved and Oakes seconded that a resolution be adopted Awarding 2002 Tree Removal Project Bid (RES 02-046). With Oakes, Dinnel, Arndt, Berkner, Reinke, Sellin voting in favor, and with Dorry voting against, the motion carried 6-1.

 

 

CONSENT AGENDA:

Mayor Dinnel asked if there were any additions, corrections, or deletions to be made to the Consent Agenda.  Motion was made by council member Oakes, and seconded by council member Reinke to approve the Consent Agenda which included the following items:

 

9.a:                   Motion approving proposed council minutes of April 15, 2002.

 

10.a:                 Motion approving Board of Review 4/17/02 minutes and recommendations therein.

 

13.a:                 Motion approving appointment of James A. Larson to library board.

 

13.b:                Motion approving EDA secretary job description as amended.

 

13.c:                 Resolution Reestablishing Unchanged Precinct I (RES 02-047).

 

13.d:                Resolution Reestablishing Unchanged Precinct II (RES 02-048).

 

15:                   Motion approving payment of bills as presented.

 

With all members voting in favor, the motion carried.

 

NEW BUSINESS:

Council discussed the operation of the concession stand at Northside park. It was the consensus of the council that the Park & Recreation board should arrange for the operation of the summer concessions at the ball park.

 

Next, council considered a request from Northern Star Subways, Inc. for a Sunday liquor license at Ortonville Municipal Golf Course clubhouse. Oakes moved and Dinnel seconded and the motion passed 5-2 approving a Sunday liquor license at the clubhouse for Northern Star Subways, Inc.. Oakes, Dinnel, Dorry, Arndt, Sellin voted in favor of said motion, and Berkner and Reinke voted against.

 

ADJOURNMENT:

There being no further business to come before the Council, Arndt moved the adjournment of the meeting and with no objections thereto, Dinnel adjourned the May 6, 2002 meeting of the Ortonville City Council at 7:29 p.m.
